Guterres appoints new special adviser to Libya

United Nations: UN Secretary-General Antonio Guterres has announced the appointment of US’s Stephanie Williams as his Special Adviser on Libya.

“Williams will lead good offices and mediation efforts and engagement with Libyan, regional and international stakeholders to advance the three intra-Libyan dialogue tracks, political, security and economic implementation,” the news agency quoted Guterres spokesman Stephane Dujarric as saying. and will support the conduct of presidential and parliamentary elections in Libya.

The appointment follows the resignation of Special Ambassador Jan Kubis last month, sparking a leadership crisis for Libya at a crucial time as the country prepares for elections due on December 24.

Kubis tendered his resignation on 17 November and signaled his readiness to stay on as Special Ambassador for a transitional period to ensure continuity.

In response, Guterres accepted Kubis’ resignation in a letter dated 23 November, effective from 10 December.

Dujarric said the Special Adviser is a new position and would be based in Tripoli instead of Geneva where Special Ambassador Kubis was located.

Dujarric said, although not technically Kubis’ successor, Williams will lead the UN’s work in Libya.

On Williams’ tenure and future role, Dujarric said we will see what architecture the Security Council members come up with when the council renews the mandate of the UN Assistance Mission in Libya in January 2022.

Dujarric said Williams has extensive experience in diplomacy and foreign security policy.

She became Acting Special Representative and Head of the United Nations Assistance Mission in Libya in March 2020 following Ghassan Salam’s abrupt resignation as Special Representative.

She held this position until the appointment of Kubis in January 2021.

Williams served as Deputy Special Representative to Libya between 2018 and March 2020.
